    Dear Candidate for State Senate Swartz,


    CARA will soon celebrate our 17th Anniversary. Because 2020 is such an important election year, we want to give CARA members throughout the State an opportunity to attend a local event where they can learn about important election issues, meet the candidates running for key offices, sign up for our Seniors Vote 2020 Project, and of course celebrate our work during the year and set priorities for 2021.


    We would like to invite you to be part of a Candidate/Election Forum we are sponsoring for seniors and people with disabilities in Shasta County Friday, September 18th from 10am – 12:30pm. The Candidate Forum portion of this event will be held from 10:30am-11:30am. This meeting is being held virtually via ZOOM (we will send you the link one week before the event), and we are expecting at least 100 participants.


    We are inviting the top two candidates running various state, federal, and in some cases, county wide races. The format will be as follows:

     Each candidate will have 8 minutes to speak. We have included a few questions at the end of this email that are important to seniors and CARA members. We would like you to include your responses to these questions in your remarks.

     We will have a Q & A period after all the candidates have spoken. CARA will moderate this session and call on folks who raise their hand using the zoom instructions.


    Since our Founding Convention in November 2003, the California Alliance for Retired Americans (CARA) has formed a broad-based coalition of over 275 affiliated organizations with a combined membership of more than one million older Californians. As these numbers continue to grow, CARA is establishing a powerful grassroots organization that is united and able to come together quickly and energetically to speak out on issues of concern to older adults. CARA does not endorse candidates, but we educate our members on the positions that candidates take and on their voting records. We have CARA Action Teams in 17 regions of the State.

    2020 CANDIDATE QUESTIONS FOR STATE RACES


    California State Races

    1. Do you support the development of a Universal Long-Term Services and Supports benefit for all Californians, so that all Californians can choose to age in their homes and communities with the services they need and avoid institutionalization when appropriate? Will you help develop and support a financing mechanism for this benefit?


    2. Even with the passage of the Affordable Care Act, and the expansion of benefits for Californians through the MediCAL program, millions of Californians are without access to quality, affordable health care. The COVID -19 pandemic made it very clear how broken our health care system really is. Seniors and others are forced into insurance and managed care plans that have huge premiums, deductibles and co-pays, and limit access to providers. Do you support California passing legislation that would finish the job of the ACA and implement a Medicare for All system with a standard benefit package, centralized billing and collections with standardized reimbursement rates for all providers, access to a provider, that is available to all CA residents, administered by a publicly accountable entity?


    3. Will you support and endorse the Schools and Communities First Initiative that is on the November statewide ballot that will bring up to $12 billion dollars to our local schools and community services by making legacy corporations pay their fair share in property taxes?


    4. Our state is facing a housing crisis. In our cities and counties, we see many more homeless people – seniors, families, VETs, etc. The housing being built is for the very wealthy and long time residents are being forced out of their homes, apartments, mobile homes, etc.

    a. What will you do to increase the protection of renters so that they can stay in their homes without fear of increasing rents or eviction?

    b. What will you do to help older homeowners pay for essential repairs and to make their houses more accessible as they age?

    c. Will you support efforts to increase state funding to build truly affordable housing (rental and homeownership) for the low-income residents of our state?


    5. Will you work with other elected officials and community members in your district to develop a comprehensive emergency response plan that ensures that those most vulnerable (especially seniors and people with disabilities) will be identified and provided safety in an appropriate and accessible setting should a natural disaster, fire or public health crisis occur?
